This pic is how the buick guys modify their actuators to make them adjustable. The only difference is, part #3 and #4 are one piece, and inside that piece are threads that allow shortening or legnthing the rod. We only have one #5, which is simply a locking nut to run up once you have the length adjusted.
You have the swingarm (pivot) that is connected to the puck. If you take off the cotter pin and pull that actuator arm off, that swingarm should swing open and closed freely. Set it for ~7/8 overlap, you will have to pull the actuator rod out slightly to put the eyelet over the post...spring pressure is now holding the puck closed.
Shorter rod=more pressure holding puck shut=higher boost
My guess is the shop probably just left the rod long since your at 6psi.
Its always a good idea to get some high octane in there while doing ANY testing of boost control.
