Cluster of Wires By Steering Shaft?

I'm trying to track down why my truck is cutting out primarily on left turns.

It did it again this morning on my way to work.

I noticed there is a cluster of wires down near the steering shaft that look to be pretty worn. I was wondering waht those wires were and it they could possibly cause the truck to act up.

I didnt even think of that. I also smelled a bit of burning plastic when it did it today but the truck still ran fine.

What wires in the steering column should I be looking at? I've never been in there before.
