Emissions/Anyone In MD?

I'm having trouble passing emissions here in Maryland. The truck is basically stock other than the Walbro 255 fuel pump, a tranny cooler, a catch can (I finally got the right PCV valves for the truck) and the TPI Air Foil. The truck has been overboosting ever since I put it back together even after replacing the PCV valves so thats out of the question. The emissions people are saying the Hydrocarbons are too high but either way I want to get the overboost issue fixed as well. Basically I want to know if anyone has any info on how to get the truck to pass emissions and on top of that if anyone knows a reputable mechanic in the MD area or surrounding area PA, VA, DE, or somewhere close to the state that knows how to work on these trucks. I'm just out of ideas I can't seem to figure out how to fix either of the issues not to mention I'm spoiled with the bimmer I haven't had to touch a wrench since I got the car and I will admit I kind of like just taking it to the dealer and saying fix this fix that I'm fed up with guessing and spending money on the Sy but I would love to get it in good running condition before the summer. Any info is greatly appreciated. Thanks in advance!

Jeremy, is your fuel pressure regulator and chip stock? And you still have your stock cat right? I know, I know...you said everything is stock, but just making sure. If so I would think the wastegate on the stock turbo maybe sticking.

Fellas help me out and correct me if I'm wrong.

Yup stock fpr and stock chip and I believe the cat is from ATR Performance. Its still the stock internal waste gate so that is a possibility and a good start. Whats the best way to test it and see if it is in fact sticking?
