Yes. With the starter off the truck, I hooked up jumper cables from the battery to the starter, then used a screwdriver to bridge the two big posts. Nothing happened except a spark when the screwdriver touched.

I did some more research. A failed starter has all of the symptoms that I am seeing. I bought a new 6449 starter online and will install it next weekend.

I considered using just an Allen head screw. I would rather have a stock one for the extra security. If I can't get a stock one, then I'll get a generic Allen bolt, grind it down smooth then etch the stock pattern into it.
