BTW The pressure at the turbo is probably 4-5 psi higher than the intake manifold reading when using the stock IC.

Pressure is pressure. It won't make a difference if it is 19 psi cold or hot. ...

If your alternator is making that frequency of noise, you need to fix it.

You can disable the knock retard in the chip.

I have heard of the wastegate flapper sticking open in some turbo's when hot. Someone may have have adjusted the wastegate to be open inattempt to compensate for this.

Try bypassing the wastegate solenoid. Run the vacuum line straight from the turbo to wastegate actuator. It should make 8-9psi if the wastegate arm adjusted to stock specs.
