Lengthening the rod lowers the base boost. Shortening the rods raises the boost. You boost is smoothing out because the ECM is commanding solenoid to be open so I running off base boost.

Since you are reaching 100% duty cycle, the only way to reduce your boost is to length the rod. The catless exhaust and no muffler are contributing to this. I had a high flow cat & catback exhaust...

I think your boost control looks pretty good for a stock turbo. I dont know if you can access the values needed in the program through the turbto make the boost control better.

The low coolant should not have much of an effect on the boost control. The low coolant is why the air intake temps are 160 degrees and contributing to slow 1/4 mile times.

The stock injectors can easily be maxed out. I would make sure it has an upgraded fuel pump and look into a adjustable fuel pressure regulator (to increase your FP)

11 degrees is pretty low...
