Well there is a seal at the back of the metering valve that if removed allows fluid to completely bypass the metering valve.
It's sitting inside of a plastic insert, just pull the metering valve, pop the seal out and reinstall.

So your vibration is from the front tires? That sucks. I scored a NOS delco front shaft with ujoints on ebay for 100 about a year ago on a trip through michigan.

The techs down here in the south are just barely competent enough to breathe. I have been to about 20 Houston based Discount tires and every time I make sure to see if they will do my "free lifetime balancing" on the road force machine everyone has collecting dust.
