ABS Light Flashing All the Time...

Some months ago, my ABS started doing the "both lights on" thing...so I unplugged everything from the ABS computer, and everything was great...albeit without ABS. I got curious on Saturday and plugged everything back in. To my surprise, all of the lights are now out...except, when the thing is stopped, the ABS light continually flashes a code 15...even though I have nothing on the ALDL jumpered! I find this weird because I didn't think things were supposed to flash without a jumper wire...what's the deal here...a short somewhere?

i'd check the contacts on the gauge cluster. may need to be pulled out and cleaned and reset back in.
