I would put the engine on top dead center compession on cyl #1
and make sure that the rotor is pointing to number 1 in the cap. If someone has had the distributer out and did not line it up previously they might have compensated by moving the plug wires foward or backwards and thus now when in the wires are in the right place it will not start. If the rotor lines up with a different plug than one, then start with one there
and proceed around.

Pull the number one plug and get the piston on top dead center on the compression stroke. Once it is on top dead center see where the rotor is pointing. Wire the cap accordingly placing the number one wire in the spot where the rotor is pointing. If it does not run then that was probably 180 degrees out. Move the wires around the cap 180 degrees and hopelfully it will run. You can use a compression gauge to show the compression stroke also. If the distributor has every been removed by anyone then it could have been installed incorrectly and just wired to run. I always make a habit of check to see where number one wire is before I remove the wires to replace them.
