Inconsistency In WB Display

I have this posted on Code59, but I want to get it infront of a larger body. I've been having trouble getting the WB reading in both DataMaster, and TunerPro to display properly.

TunerPro uses the 0.00 volts at 10 afr, 5.00 volts at 20 afr table. For Datamaster I use this one.

Regardless of the voltage table, I have the meter set at a constant output, say 2.5v @ 10 afr, and 2.5v @ 20 afr. This "should" display as 14.7 in DataMaster , 15.0 in tuner pro, no matter what the meter reads. However, in both scantool's it is high, and moves between 15.5 and 16.1. Since it is moving, I know there is a problem, the voltage output is a flat line, and shouldnt be changing.

I have tested the voltage coming out of the meter with a digital multimeter, and it is rock solid where it needs to be. The unit is an Innovate LM-1, it plugs into the cigarette lighter, so the unit draws power and grounds through there. I have tried grounding the signal to the ECM case, to the B9, tried grounding the case to the side of the truck under the dash, I even ran a 4 gauge wire form the strap where the engine grounds to the firewall, and grounded the signal to that.

I'm just looking for suggestions on things to try. I may have left details out, sorry if I did, it's late and I want to get this up before bed.

At least you know to check it with a dvm.
Typically they read low with a ground issue. But only about .2 -.3 volts normally.
If the engine is running then it could be a induced voltage from the ignition.
Do you have the wb hooked to the correct pin? Dumb ? IK.
Also, what is the voltage at the ecm from the WB?
If it's correct & steady then it's either the ecm or the software setup. lot's of people f up the TP settings.
Another check would be to add another aldl item and have it display as an integer with the same word address as the wb item. 2.5v would be 128.
