If it is a true v band clamp you have to tap around the clamp as your tightening it. We have these on the exhaust on the helicopters I work on and you tighen the clamp then tap it with a deadblow hammer. You have to seat the clamp if you tap it a few times around you can usually tighten it more, until you tap and it won't tighten anymore.

What do you mean? Im not sure how else it would be done. On my TY, I bought vbands with flanges for both surfaces, they were flat and face inwards to each other. That was for some exhaust piping I did. This is a little different, the mating surface on the turbo is rounded off. It is supposed to be that way. So unless there is a matching flange, which I have never seen, a flared piece of exhaust pipe would the only way I could see it work.

Sounds like your mating surfaces are warped???

the down pipe should have a v band ring welded on to it to ensure flat mating surfaces
and a solid edge for the band to pull against. the rings are not expensive. the best ones
have a male and female ridge on the rings ring to ensure alignment. ive even machined
the female ridge into the turbine side to use the male side one the down pipe.

V-Bands were originally built for aircraft tubing and duct work. Being I was in that industry I had to write cnc programs for them, had the specs at one time.
You can't make a true v-band flange by flaring a tube, impossible hence why its not sealing. There is an angle that must be present for clamp to work, as well as a width to the flange itself.
With that said not all flanges on car market now follow that spec, some manufactures probably have no idea where the design started or was used first.
