One works under vacuum (Throttle Body), the other under Boost. I personally wouldn't remove it as is remove excess crank pressure. You can do a search and decide for yourself as their are some that believe in its removal and others (such as myself) believe in it operation. It has minimal emmision effect.

Depends on your smog rules I suppose. They don't harm performance. There's two because the one you have, going to the throttle body works under no boost conditions and the other which went to the intake crossover works under boost conditions. So without it, under boost, depending on how the vent is connected on the drivers side, you may be building crankcase pressure.
