pulled the motor out again and found my low compression culprit (broken piston). thankfully not even a scratch in the cylinder. sent the block out to be honed and the crank to be polished. when i pulled the crank it had ten over rings so i assume the crank was replace it some point.
i guess i should have done this before installing the motor......live and learn.
