The book is a little vauge, should I be putting rtv between the seal housing and the block, it seems like if I dont it could leak there into the tc inspection cover.

Spot on... The only thing I'd add is make sure both surfaces are clean of old gasket. I'd avoid the screwdriver if at all possible. If you "massage" like Dave said id should go right on. And sorry to add but don't forget there is a front and back to the seal.

Thanks yall. Its a new engine so everything is spotless. The seal was already installed in the housing so I didnt have to do that. I put a film of rtv on both sides of the gasket and slid it on. I just used my finger to work the seal on. It was a pain to pull it off the stand and then put it back on, but at least I know it wont leak.
