damn never seen a core support rust like that
I'm guessing since it's from northern IL judging from the Northwestern University stickers all over, it was most likely driven all year round and sat outside it's entire life. Most of the houses up there only have a 1-2 car garages since they are from the early 1920-30s. A decent detail can make most likely fetch another 1K out this truck in the condition that it is in. Throw some protectant on the cladding/interior plastics, vacuum the interior, clean the engine bay, etc.
If this truck is worth more in parts then I think I might bite on it.

Yes unfortunately the amount of salt Chicago pours over its roads in winter causes all vehicles to rust. That is why my Syclone is parked from November until after there is some strong thunderstorms in April to wash all of the salt from the road...
poor truck ! some dip shit with more money than brains thought he'd tinker with this thang for a few years . got bored . now think he can back what he has wrapped up in it . sucker !
