Which timing mark is right

I just rotated the engine a few times with #1 plug out... noticed where the compression was while watching the rotor.. then got it close and turned it by hand untill the rotor was on #1 and the first mark on the balancer was lined up at 0.. the problem I can't figure out is that I am a new owner and from what I have read in the Hayes manual on 4.3's it says that you should use the second mark on the balancer instead of the first. SO which mark do I use.. could a prior owner have pulled the dist and put back on the wrong mark?,,, I'm confused and dont want to mess it up..

Below is a picture of a balancer with a single timing mark. You should be able to measure based off the woodruff key to see which one is right (I'll do it myself in the morning).
