Would loose compressor housing cause center section leak?

I found a loose bolt that stops the compressor housing from rotating. I've taken the 4 bolts out (60:1 turbo) now the compressor housing rotates but still wont come off. If these bolts were loose would it cause a leak on the bottom of the center section?

if it was only (1) loose bolt probably not. The PTE's will leak if the backplate o-ring is torn or pinched.
