Like Morgan said, there are ways to do it right, and ways to do it wrong. Unfortunately my truck was in the "done wrong" category on a lot of things. this is one of the issues that's in need of correction.
Best option is to weld the holes, grind the excess, sand, filler, sand again, prime, and paint.
to do it right this is not an easy task, and if you suck at body work or welding, don't even bother. Remember, don't half ass the work - people can always spot a quick and dirty job.
EDIT: the picture makes it a bit hard to see, but basically everything for the rack was removed, and filled with body filler. You can see where it's popping out on the center rail and the rail to the immediate left of center. Looks like garbage in person.
